Canada Closes Start-Up Visa Program, Launching New Pilot in 2026

Immigration, Refugees and Citizenship Canada (IRCC) is putting the brakes on some of its business programs to set the foundation for a new pilot for immigrant entrepreneurs. On December 19, the department announced that it will no longer accept applications for the optional work permit available to Start-Up Visa (SUV) applicants, except for those already in Canada applying to extend their current SUV work permit.

Moreover, effective December 31, 11.59 pm, IRCC will also stop accepting new SUV applications. An exception will be made for applicants who have already gotten a valid commitment from a designated organization that was made in 2025, but haven’t yet applied. Applicants with a valid 2025 commitment certificate must apply by June 30, 2026.

IRCC will also extend the current pause on accepting applications through the Self-Employed Persons Program until further notice. This program has been paused since April 30, 2024.This decision marks the end of a program that has been operational for over a decade but faced mounting criticism for extremely long processing times.

What’s Changing with the Start-Up Visa Program

Starting‍‌‍‍‌‍‌‍‍‌ January 1, 2026, the government will stop accepting applications for the Start-Up Visa program. In addition, the department laid out a number of key changes which will impact existing SUV applicants as well as those who are considering applying for the program. Only individuals who are currently in Canada and applying for an extension of their SUV work permit will be able to make a new work permit application through IRCC; all other SUV applicants will no longer be able to apply for an optional work permit under the program.

IRCC will not be processing applications for the Start-Up Visa program after the cut-off date of 11:59 pm 31 December 2025. However, a 6 month extension period to 30 June 2026 is granted to candidates who have obtained a letter of support from a designated organization in 2025 but have not yet submitted their application. It is also worth noting that the Self-Employed Persons Program that was suspended back on April 30, 2024, remains on hold until further notice.

Why Is Canada Closing the Start-Up Visa Program?

The federal government indicated that the revised Startup Visa program was a “new, targeted pilot program for immigrant entrepreneurs” and that these changes were necessary for the transition. IRCC notes that improving the current situation with business in Canada involves concerted efforts to tackle the problems caused by the large backlog of applications in business programs.

According to IRCC, the backlog was so overwhelming that the system was almost paralyzed. As of July 2025, there were as many as 42,200 applications waiting to be processed, out of which 16,370 were waiting for more than 24 months. The average processing times were 51-52 months while for new applications it was more than 10 years. IRCC attributes this to the Canada Immigration Levels Plan for 2025. Business streams were only allowed 2,000 applications each, further lowered to 1,000 in 2026.

The focus is on skilled workers who can be processed quickly. The critics talk of wrong results. Startups formed were few and they didn’t bring in many jobs or development. The government is one who wants quality rather than quantity; now it is entrepreneurs with existing impact

The Start-Up Visa Program processing delays have been under spotlight in 2025. A new tool for calculating processing time updated by IRCC shows that an SUV entrepreneur would be facing a permanent residence waiting time of ten years which is an extraordinary unprecedented delay.

These changes are consistent with Canada’s Talent Attraction Strategy, which was revealed in the recent Immigration Levels Plan. The government is looking for a more effective and focused way of attracting entrepreneurial talent to ‍‌‍‍‌‍‌‍‍‌Canada.

Who‍‌‍‍‌‍‌‍‍‌ Were the Major Stakeholders in the Startup Visa Closure?

  1. Current SUV Applicants

Any individual who has submitted the Start-Up Visa applications will be able to have their applications smoothly processed under the current program rules.

  1. 2025 Commitment Certificate Holders

Those who in 2025, had a fruitful commitment from a designated organization but have not yet applied, the time limit for them to file the application is until June 30, 2026.

  1. Prospective Applicants

For anyone wishing to make use of the Start-Up Visa Program, their full application has to be submitted before December 31, 2025, at 11:59 pm. Alternatively, they can wait for the launch of the new pilot program in 2026.

  1. Work Permit Holders

Certainly, the SUV work permit holders who are already in Canada can go ahead and apply to extend their work permits. On the contrary, fresh work permit applications for SUV applicants will not be entertained.

New pilot program 2026

While many aspects of the new pilot program are kept secret, IRCC has already confirmed the introduction of a new, focused pilot program for immigrant entrepreneurs in 2026. The announcement is a clear indication that the government is still committed to supporting business immigration despite the closure of the current SUV channel.

The new pilot is anticipated to be a direct response to the SBS’s program defects. Namely, it will:

  • Reduce the processing time drastically
  • Development of much sharper selection criteria
  • Simplification of the application procedure
  • Improved applicant’s portfolio ‍‌‍‍‌‍‌‍‍‌management

What‍‌‍‍‌‍‌‍‍‌ to Expect from the New Pilot Program

Only a few more details will be provided and IRCC confirmed a new pilot program for immigrant entrepreneurs only to start in 2026.Reflecting on the previous program’s mistakes, the new pilot is supposed to be foremost concerned with speeding up the processing of applications, applying a cap to the number of applications to avoid the build-up of the backlog, and narrowing down the selection criteria for specific industries or regions.

The use of the term “targeted” implies that the program will not be open to everyone. You can expect that areas like technology, clean energy, and other sectors where Canada has recognized economic needs are likely to be kept under consideration. It makes sense that the processes will be streamlined and the requirements for milestones will be clearer.

Even though IRCC hasn’t disclosed the details yet, the industry is guessing that the new pilot program may involve:

  1. Upper limit for processing time

The new program definitely intends to learn from the SUV’s drawbacks and set timetables that are more in line with expectations.

  1. Criteria for targeted selection

Cana’s entrepreneurial talent requirements determine the sectors, technologies, or regions to focus on.

  1. Easier commitments

Support from designated organizations – the traditional lengthy procedures may be replaced by simpler ones.

  1. More obvious benchmarks

Permanence metrics and the requirements for a successful permanent residence having been made more transparent.

What Should Entrepreneurs Do Now?

Entrepreneurs with a 2025 commitment certificate should make it a priority to file a complete application on or before June 30, 2026. For individuals who have just started thinking about immigrating to Canada through business, keep an eye on IRCC announcements all through 2026.While waiting for the details of the pilot program, think about alternative ways such as Provincial Nominee Programs that have entrepreneur streams.

Canada has not closed the door on entrepreneur immigration – the country is just rebuilding it. The 2026 pilot is a chance to set up a system that really works for Canada’s economic needs and the practical situations of the entrepreneurs. Keep watch and be prepared to act quickly once the details come ‍‌‍‍‌‍‌‍‍‌out.

Conclusion

Canada‍‌‍‍‌‍‌‍‍‌ is still very much open to entrepreneur immigration. Canada is merely acknowledging that the existing system is dysfunctional. A ten-year processing time is a mistake, not a feature. The mistake needs getting fixed.People in the middle of transition who have 2025 commitment certificates are given six months. After that, people are largely in the dark about what the Canada Immigration system will do for 2026. However, we are keeping a close eye on the situation.Make sure you watch IRCC announcements over the next several months. When they provide information about the new pilot, you’ll want to be in a position to act ‍‌‍‍‌‍‌‍‍‌immediately.
